Motion by Karsten seconded by Valentyn and motion carries to accept Resolution 2010-2 with one change to discharging of any archery type weapons. Peddler ordinance tabled until next meeting. Ordinance 2010-2 there was some discussion about the animal ordinance. Flaten said he checked with Northfield and Faribault and neither of them allow farm animals in the city limits. Mark Morris stated that the city cannot have conflicting ordinance and they are sending the original recommendation back to the council to not allow farm animals within the city limits in any zoning district. Dan Morris talked about animal units and if you allow one animal unit equals 1000 pounds so that is equivalent to 1 steer, 1 horse, 4 hogs, 25 turkeys, 167 broiler chickens or 250 laying hens. Zoning members stated that none of the community members that objected to this change attended the last zoning meeting to discuss a compromise as they stated they would. Motion by Valentyn seconded by Flaten and motion was voted by resolution

AN ORDINANCE AMENDING SECTION 91.04 OF THE
THE CITY COUNCL OF THE CITY OF MORRISTOWN DOES ORDAIN: Morristown City Code § 91.04 is hereby deleted in its entirety and the following is substituted in its stead: “§ 91.04 FARM ANIMALS. The keeping of farm animals shall be prohibited in all zoning
districts. An exception shall be made to this section for those animals
brought temporarily into the city as part of an operating zoo, veterinarian
clinic, scientific research laboratory, or a licensed show or exhibition.
Passed and adopted this 19th day of April, 2010, with the following
vote: Aye_3___; No__1__; Absent __1____.

Ditch by Denzer’s was tabled until the next meeting. Illegal sump pumping on neighbor’s yard; after some discussion it was decided that Osborne would go and talk to the party that is doing the sump pumping and let them know that they need to pump their water in a different direction. Motion by Karsten seconded by Flaten and motion carries to accept the January 2010 financial report for $399,167.70 Motion by Karsten seconded by Valentyn and motion carries to accept the February 2010 financial report for $357,555.27 Feed shed falling down by the co-op, Osborne will talk with the owners about cleaning it up before dam days. Motion by Flaten seconded by Valentyn and motion carries to approve rate per hour for Timm Trucking and Dahles Enterprises. Motion by Valentyn seconded by Flaten and motion carries to approve the commercial club to sell strong beer and Bacardi if they choose at the dam day’s celebration. Request for a Moratorium for farm animals and livestock buildings was not needed. Zoning board would like to make an ordinance that requires a permit
needed to put windows, siding and roofs on buildings with the permit fee
to be $25
Motion by Flaten Seconded by Valentyn motion carries to accept the claims and accounts as printed. Correspondence and announcements: Kuball stated that the dog clinic
went well. We registered 111 dogs. Osborne requested a print out when we
get it done.
