MORRISTOWN CITY COUNCIL MINUTES

    A Regular meeting of the Morristown City Council was called to order on Monday, July 6, 2010 at 7:00 p.m. in the Council Chambers at 402 Division Street South by Mayor Kurt Wolf.

    The Pledge of Allegiance was recited.

    PeopleServices Report: Sanderson stated that the Reports are the same, but in a different format. Sanderson took the wastewater test and now has a class “B: wastewater license. Sanderson stated that about a week ago the aeration blower went out and it is not repairable. Krueger, got a price on a new blower cost was about $8000. Krueger will keep checking on prices and see if he can find something that will work for a little less money. Krueger is looking at a 6” blower instead of the 8” that we have now. Energy cost might be lower with a smaller blower.  Nordmeier questioned if it was designed for an 8” shouldn’t it stay an 8”?
    Motion by Karsten seconded by Valentyn motion carries to authorize Wolf to make a decision after all the information is in on the blowers.
    Motion by Flaten seconded by Karsten motion carries to accept the people service report as presented.

    Skywarn Report: None

    Community Center Report: 
    Motion by Karsten seconded by Valentyn and motion carries to accept the Community Center report as printed for June 2010.

    Maintenance Report: Minske stated that the tanker is being used at the fair this week. The main for Troy Dahles rental property was found it is under the driveway they were able to put a shut off in. When Lloyd Walters put it in years ago he was suppose to move it from under the driveway, but he never did. The Main to the curb shut off is plastic. To do it correctly it should be galvanized. Nordmeier stated that the DNR stopped and took samples of the dead trees on Division Street and are going to see if they can figure out why they are dying.
    Motion by Valentyn seconded by Karsten and motion carries to accept the maintenance report as presented.

    Paul Donna from Northland Securities presented a proposal for refinance the 2002 bond. The potential savings on the refinancing would be about $50,000 over the length of the bond. 3.87% is the new rate for the refinancing.
    Motion by Valentyn seconded by Karsten motion carries to allow Northland Securities to go ahead with the bond refunding with a threshold of net savings of $40,000.

    Peddler, Solicitor, Transient permits: Tabled until the next meeting 

    PeopleServices Contract: Tabled

    Meschke Addition public hearing continued: Stephanie Culhane questioned if this was the estimate or if they are going to get more estimates before going ahead with the final coat, she also questioned if there was a date set for this yet.
    Culhane questioned what the tonnage on the road would be, as there is still a lot of construction that needs to be done in that area.
    Nordmeier stated that once the tonnage signs are posted then they should have to adhere to the weight limit or be ticketed.
    Culhane questioned if there could be some kind of break to the people who originally purchased lots with the assumption that the final coat was figured into their purchase price for their lots.
    Revering suggested we find the fairest least painful way to go forward for everyone involved.
    Mark Morris questioned if the city has the power to settle this with the homeowners, by sitting down with everyone involved and seeing if we can come to an agreement.
    Wolf closed the public hearing at 7:55 pm.

    Leon Gregor addressed the council about the mandatory contribution to the Fire Relief Fund for 2011. The mandatory contribution for 2011 will be $23,484 from the city.
    Valentyn questioned why it is mandatory, Gregor stated that once approved the city has guaranteed the funding if it is not 100% vested.
    Velzke questioned why the city is responsible for the deficit and why the township doesn’t pay for part of it. Gregor stated because the city owns the fire department. Nordmeier stated that the township contributes to the fire trucks and $40,000 was given last year. Nordmeier explained that we have several fire contracts with surrounding cities and that they pay a certain amount.
    Motion by Flaten seconded by Karsten motion carries for the city to pay $23,484 to the Morristown Fire Relief for mandatory contribution for 2011 and give Kuball power to sign paper work for the state.

    Cleaning position:  Motion by Karsten seconded by Valentyn motion carries to advertise on Channel 7 with a closing date of August 6, 2010.

    Election Judges: Motion by Flaten seconded by Karsten motion carries to accept the list of elections judges as presented.

    Election: Motion by Valentyn seconded by Karsten motion carries to pay the election judges $9 per hour, pay for training mileage and meals.

    Resolution 2010-5 adoption of Election Judges 2010: Motion by Karsten seconded by Valentyn motion carries voting by resolution to accept the Resolution. Karsten-Yes, Valentyn-Yes, Flaten-Yes, Wolf-Yes

    Morris review: Karsten handed out review sheets they are due back August 2nd.

    Kuball Review: Still waiting on evaluation sheets.

    Claims and Accounts: Motion by Flaten seconded by Valentyn motion carries to pay July 19th claims and accounts as printed.

    Correspondence and announcements: Revering requested a copy of the audit report. Kuball will get him a copy.
    Mark Morris brought up the covenant on the Meschke addition and stated that there have been some revisions that were taken to the recorder’s office and changed. Morris questioned who was in charge of enforcing the covenant? The zoning board has been approached from several of the owners in that addition. Morris questioned if the city can say no to a building permit up there? 
    Nordmeier suggested contacting the league of MN cities to see if they have any answers.
