MORRISTOWN CITY COUNCIL MINUTES
    Regular Meeting 
    Augest 23, 2010
     

    Members Present:  Mayor Kurt Wolf and Councilmember’s, Matt Valentyn, Jeff  Lang, Verdis Flaten, and Lisa Karsten  

    Others Present:   Becky Kuball City Clerk, , Rich Revering, Dave Sanderson, Herb Krueger, Mark Morris, Dan Morris, Joel West, Yaggy Colby Associates, Steve Nordmeier, Tim Minske, Vicky Timm

    A Regular meeting of the Morristown City Council was called to order on Monday, August 23, 2010 at 7:00 p.m. in the Council Chambers at 402 Division Street South by Mayor Kurt Wolf.

    The Pledge of Allegiance was recited.

    PeopleServices Report: Sanderson stated that it was a normal July. On the 12th the blower failed and it upset the levels, but he has since gotten them under control. One item has come in for the blower replacement and the other part we are still waiting on. It will be a couple more weeks until it is in.
    Motion by Valentyn seconded by Karsten motion carries to accept the people service report as presented.

    Skywarn Report: Motion by Flaten seconded by Valentyn motion carries to accept the Skywarn report as printed for August 2010.

    Community Center Report: 
    Motion by Karsten seconded by Valentyn and motion carries to accept the Community Center report as printed for July 2010.

    Maintenance Report: Minske stated that he had gone to water school in Waconia last week. Stated that the more schools he goes to, the more he learns what should be done that isn’t being done. Valentyn asked about the generator and Minske stated that a local farmer is interested in buying it. But he has had a hard time catching him with the field work. If he cannot get an answer from him soon he will list it on Craigslist.

    Comments and Suggestions: Dan Morris stated that the Township and Rice County were looking for a place to hold a meeting that involves all of Rice County for anyone who has a septic system. There are some new changes coming and they want to inform all residents of the change. 
    Motion by Karsten seconded by Valentyn motion carries to let the Township use the hall at no cost for the public meeting on September 2, 2010.

    Utility Payment Contracts:
    Motion by Flaten seconded by Karsten motion carries to accept both utility payment contracts.

    PeopleServices Contract:
    Valentyn questioned Krueger if there was a way to temporarily extend the contract until we could get some other options on the water and sewer contract. Krueger said that it is the company president that would have to make that decision. Karsten thinks that we should compare prices and at least pursue other options. Krueger will talk to the company president and get back to the council by Wednesday.

    Meschke Addition final coat: Revering had a resolution to go ahead with the final coat.
    Motion by Lang seconded by Karsten motion passes by resolution Karsten-Yes, Lang-Yes, Valentyn-Yes, Flaten-Yes, Wolf-Yes to pass Resolution 2010-8 Resolution Ordering Improvement and Preparation of Plans.

    Motion by Lang seconded by Valentyn motion passes by resolution Karsten-Yes, Lang-Yes, Valentyn-Yes, Flaten-Yes, Wolf-Yes to pass Resolution 2010-9 Resolution Approving Plans and Specifications and Ordering Advertisement for Bids.

    Cleaning position: Motion by Karsten seconded by Valentyn, motion carries to have the city staff  take turns doing the cleaning of north side of the building for the next four months and then look at it after the first of the year. 

    Solicitor Fees: Motion by Karsten seconded by Valentyn motion carries to add a fee for solicitors as single permit; $25 per day or $150 per year. Groups (2 or more) permit; $50 per day or $300 per year.

    Commercial Club Bar Agreement: Timm would like to have the council review the bar agreement and consider changes. Originally it was 50% of the net profit, this has not been consistent. $806 is due this year. Would like to revisit and keep the profit and put it back into advertising. Timm talked with Nordmeier and was told that of the $300 rent paid quarterly that $100 was to go into advertising, and a percent was to do to pay down the debt. Commercial Club is working with a graphic designer to promote the hall. Dan Morris is requesting that 1 or 2 people from the City Council sit down with the Commercial Club and discuss advertising. 

    Community Picnic/Harvest Sale: Commercial Club liked the idea. Will have it at the Community Center on October 9, 2010 from 8-1 and serve lunch from 11-1. Hotdogs, beans, chips and cookies, Valentyn will get prices on the food. Bolton and Menk donated $250 toward the event. Lang is willing to donate also.  Karsten will advertise the event, organize the harvest sale portion. 
    Motion by Lang seconded by Karsten motion carries to host the Community Picnic/Harvest Sale on October 9th.

    Barb Bruns Southern Minnesota Art: There will be an Art Tour on October 23rd and 24th coming into town. Bruns would like to put a banner up by car wash. Was told the property is owned by Howard Timm and she would need to contact him to get approval.

    Budget Date: Budget meeting set for August 30, 2010 at 6 pm

    Morris Review: Karsten needs one more eval turned in. Review will be done on August 30, 2010.

    Kuball Review: Will be done on August 30, 2010

    Claims and Accounts: Motion by Lang seconded by Valentyn motion carries to pay claims and accounts as printed.

    Correspondence and announcements: Karsten thanked the council for changing the date of the meeting, and thanked Wolf and Lang for filing for re-election.

    City Council/Work Session (budget meeting) is on Monday August 30, 2010 at 6 pm 
    Next Regular City Council is on Tuesday September 7, 2010 at 7 pm
